cartridge error

I have done everything the manual said , new cartridges and all still get error

Replace all ink cartridges at the same time.

I had the same problem.  First, be sure you are using HP cartridges, others MAY work.  Be sure they are installed properly and not out of ink.  Try the HP reset sequence as defined on their web site.  If all else fails, you might shop for a new printer, which I ended up doing.

Try first removing all paper from paper trays and then reinserting cartridge, etc.
