can Costco or others print this ratio ...

(47x27) which is about 1.74074 ratio (most ideal for my upcoming project)
(47 x 26.85714) which is about 1.75 ratio. (less ideal)
my three constraints that order are 1. image ratio 2.print quality 3. cost
would love to have these on canvas non glassed frame if I could.

First off, almost any printer can print at any ratio if you set up your canvas to a standard print size then place your image on that canvas at any darn ratio or size that fits onto that standard print size.
You can then trim off the excess white border.
Second, I am not sure why you would want to print an image to within an 1/8" tolerance. Once you have the image you will need to frame it which will hide part of your image. Normal overlap for matting / frame is about 1/4" on all sides.
You will also need to purchase a custom frame and I am not sure what it will take to get a custom frame built to a 1/8" perfectly square frame.
Normally a little leeway is needed in the print / matting / framing because each component will introduce their own tolerance imperfections into the equation.
