Dell 3100cn smudge, dots, throw away or repair

Hi I have just got my first laser printer. A Dell 3100cn. I got it for '10 off ebay, supposedly working great, with toner and drum, only done a few thousand pages.
Black is more or less ok (not perfect), but colour has smudges all over the place. Every page has little coloured dots all over. I noticed the first few black pages had a ghost / shadow on them, but this disappeared after 3 or 4 pages.
I printed some test pages including all the ones from the service menu

Do I go out and buy a new drum or toner? Printer says no black is left, but all 3 colours are at least 3/4 full.
I haven't had a laser printer before, but am quite good at taking things to bits! Struggling to find a service manual if anyone has a link that would be great. Also how do I make sense of the numbers on the life counter stats page? I'm guessing it means it has printed 2417 pages (amount of pages been fed through), 3000 pages of black are remaining but what are the 25917 wastes?
Or should I chuck it away and waste '10!

Basically, will a new drum solve the smudging and coloured dots?
