"003-356 Restart Printer" on my Dell 5110cn printer. Is it positively the imaging drum needs a replacement or can there be some other error as well? Thank you.

Thank you, I will make the replacement and see if that works. I will let you know.

Typically they want you to buy the entire kit (which generally comes up the transfer roller). There isn't a reason you can't keep the original transfer roller and just replace the drum (they have them on Amazon). But, Dell would recommend that you replace the entire unit. If you replace just the drum and the error is part of the rest of the assembly, you're going to be stuck with the drum you just purchased plus the new drum kit you'll need to buy to address the problem.
It's sort of a gamble to just get the drum. Would I get the drum or the kit? I'd probably get the drum and hope it's not part of the rest of the kit.

Understood. Would a kit be required or is the drum itself sufficient.

Hi there,
Unfortunately the error you are seeing only means one of two things. One is a bad imaging drum (which you already figured out), the other is the controller board itself. It's not likely to be the controller board- and that's good because it's almost always cheaper to replace a printer than replace this part.
The problem you are seeing is absolutely a physical problem. There is nothing that can be done to fix it short of replacing the parts.
Hopefully this helps!
